United Arab Emirates

This small Arab state, at the southern end of the Persian Gulf, is a nation of foreigners. Eighty percent of its five million population is made up of ex-pat workers, brought in to fill the demand for labor in this wealthy, oil-producing state.

A federation of seven absolute monarchies, or emirates, the Muslim-majority UAE is considered slightly more liberal than neighboring Saudi Arabia. Generally viewed as open to modernization and Western investment, the UAE nonetheless has a growing human rights problem, evidenced by its suppression of pro-democracy movements. The exploitation of migrant workers, particularly those from S. Asia, is also an issue for this federation, known for its luxurious resorts and fabulous high-rises.
