He's already been rejected twice, but Yeltsin insists on putting his name forth one more time and then dissolving the Duma and holding new Duma elections if it demurs. The anti-Kiriyenko party leaders insist that the president has no right to nominate someone more than once for premier, and so the president would have to nominate someone else, and wait until three separate people had been rejected before dissolving the Duma.
