Not Brave Enough To Go Theatrical
Sequels are often created to annoy the customer into purchase. Whoops, I'm sorry. That must be TV commercials. Or, maybe it's a combination of commercials and sequels. It all looks the same, tactics designed to get customers to buy crap. At any rate, the company in question (you know who you are) just shows its audiences that they believe their sequels don't merit theatrical release. So, at least by putting the crap direct-to-video, they have some understanding of what qualifies for "quality entertainment".
