Perovskia -- can you grow the new Gaura "Siskyou Pink". If you can, you might add it to your Perovskia love them so cool-passionate blues.

Your climate zone is so different from mine that I cannot add much to this discussion ... but slowly, all too slowly, more wonderful Southwest Perennials have to be more introduced the into landscaping forum.

PINK to SCARLET companions for that Russian Perovskia.

I wonder, are there any Zauschneria's (California Hummingbird Flower, being propagated for your zone? Some are darn hardy, and certainly drought tolerant, they might be a great groundcover for you.

My other possible, since you mentioned those great AMERICAN Penstemon's is a non-native, Penstemon pinifolius. It should be hardy for you, drought tolerant and is a wonderful plant! Both of the above are still blooming, here in the Northwest.
