I think it is less a case of thoughtful or circumspect action, and more a case of waiting until public support (i.e. the public hasn't been fully brainwashed yet) is available for ground troop committment.

I think honest liberals- wherever they might be found- could perhaps admit that Mr. Clinton probably had in mind the ground troop committment from the very beginning.

That is why we need more news coverage showing all the very good reasons why we should be in Kosovo. Beat that drum, and off to war, new world order soldiers! Healthy profits to all!
