And to the REPUBLIC for which it stands.

Not pledging allegiance to GOD.

Pledging allegiance to GOD is a personal choice.

With LIBERTY.

Liberty implies free agency. (personal choice)

And Justice.

Justice implies RULE OF LAW.

For ALL.
