Defining constitutional terms depends on what interpretative school of thought you belong to. A strict constructionist will either define the terms precisely according to the dictionary OR according to the original intent of the authors of those words. A loose constructionist will, to varying degrees, allow himself or herself more flexibility in defining the terms, even perhaps going so far as to juxtapose his/her own understanding of society's current and prevailing needs. Although I am not a STRICT constructionalist I do not agree with the sometimes willy/nilly approach of a loose constructionalist, there has to be some semblance of reason.
