The may have been only those necessary to maintain navigation as for as the ports, such as one to prevent silting up of main channels.

Good point. A lot of the stuff coming out over the past year or so will have to be evaluated slowly (and doubtless I'll change my opinions on these "newer" essays as I have changed them on the older ones through the years).
