Did you get that rain we got last week? It helped, but, yes, you should be watering evergreens if the soil is dry until it freezes. And, the blinking soil is dry! That one rain helped, but not enough. Reminds me I need to go set hoses again.

It's gonna be rough on the evergreens this winter if we don't get more soaking rain before ground freezes.

Dormant deciduous shrubs don't need the extra water like the evergreens do, so they don't need to go on your "essential" list.
