I think you've missed a HUGE point. If Johnny can't spell, it is primarily the fault of Johnny's parents and Johnny's teachers. Have Johnny's parents never noticed that Johnny has no clue how to spell words? Only a parent who spends little or no time with their child would overlook something so incredibly important.And Johnny's teachers? Haven't they noticed, somewhere along the line, that Johnny couldn't spell? Didn't one of them feel that it was their JOB to teach Johnny to spell? Once again, it seems that Johnny is the loser because the people that are in charge of Johnny's education don't want to do their job. It seems like you are trying to give parents and public educators another outlet for finger-pointing.
