Good question. And it makes me think of a second and related good one.
There were ten "Bill of Rights" amendments ratified under Washington. The eleventh amendment in that same package, sponsored by Congressman James Madison, concerned congressional pay. It was passed by Congress during Washington's presidency, but not ratified until the 1990s. That leaves just ten.
So, what's the eleventh amendment ratified during Washington's presidency?

Well Andrew Johnson is incorrect: two were ratified in his presidency, and a third was proposed by Congress, but this was not ratified until Grant's Presidency.By the way, there was a twelveth amendment in the Bill of Rights which is as yet unratified regarding the size of the House of Representatives and how it cannot diminish once over 100 and then 200. To date this has been ratified by ten states
