Other than George Washington, which President had the most amendments ratified by the states during his Presidency?
Of course, Washington had the Bill of Rights which puts him head and shoulders above the rest with a total of 11.

Good question. And it makes me think of a second and related good one.

There were ten "Bill of Rights" amendments ratified under Washington. The eleventh amendment in that same package, sponsored by Congressman James Madison, concerned congressional pay. It was passed by Congress during Washington's presidency, but not ratified until the 1990s. That leaves just ten.

So, what's the eleventh amendment ratified during Washington's presidency?

The 11th Amendment, also passed during Washington's term, but not part of the Bill of Rights, concerned the citizen of one state suing the government of another state in federal court. After a case went to federal court, an amendment forbid it from happening again. The 11th Amendment required a citizen of one state to sue another state in the state courts of the state being sued.

I was always under the impression the Bl of Rights were added before the states ratified the Constitution, therefore before ANY presidential election was held. What are the dates for the BOR?

The Bill of Rights was drafted by the First Congress, and ratified in 1791, during Washington's first term as President. The first presidential election was in 1788, and Washington was inaugurated in April 1789.

In order to get the Constitution ratified, the Federalists promised those opposed to the Constitution that the first order of business would be to pass a Bill of Rights, which they did.

Can I answer the other part of the question now? Or should I wait a bit more and give others a chance?

Well Andrew Johnson is incorrect: two were ratified in his presidency, and a third was proposed by Congress, but this was not ratified until Grant's Presidency.
Mug can answer soon because we havent had many guesses.

By the way, there was a twelveth amendment in the Bill of Rights which is as yet unratified regarding the size of the House of Representatives and how it cannot diminish once over 100 and then 200. To date this has been ratified by ten states
