If that is the case, I have only 24. they are:
Alaska, Arizona, Colorado, Connecticut, Delaware, Florida, Hawaii, Idaho, Mississippi, Montana, Nebraska, Neveada, New Mexico, North Carolina, North Dakota, Oklahoma, Oregon, Rhode Island, South Dakota, Utah, Vermont, Washington, West Virginia, and Wisconsin.
I can name a president or vice-president from each of the others.

In response to message posted by H2O:I will take a stab at this, but I only find 24 that have not elected either a President or Vice-President (I am going by the list of the states from where the presidents and vice-presidents were elected from, i.e. The Electoral College)
Alaska, Arizona, Colorado, Connecticut, Delaware, Florida, Hawaii, Idaho, Mississippi, Montana, Nebraska, Nevada, New Mexico, North Carolina, North Dakota, Oklahoma, Oregon, Rhode Island, South Dakota, Utah, Vermont, Washington State, West Virginia, Wisconsin.
Coolidge, although born and buried in Vermont was elected from Massachusetts. Zachary Taylor, although born in Virginia and buried in Kentucky, was elected from Louisiana. Dwight Eisenhower, although born in Texas, and buried in Kansas, was elected from NY. VP Cheney had a residence in Texas, but had to change it back to Wyoming for the 2000 election.

4 each: Texas (George H.W. Bush, George W. Bush, Lyndon B. Johnson and VP Garner, Tennessee: (Polk, Andrew Jackson, Andrew Johnson and VP Gore), Illinois: Lincoln, VP Schuyler Colfax, VP Adlai Stevenson, VP Charles Gates Dawes (3 states)
5 each: Virginia (Washington, Jefferson, Madison, Monroe, Tyler). Indiana, (VPs James Danforth Quayle, Charles W. Fairbanks, Thomas Andrews Hendricks, Thomas Riley Marshall, and President Benjamin Harrison (2 states)
6 each: Massachusetts (John & John Quincy Adams,
John F. Kennedy, Calvin Coolidge, Elbridge Gerry and Henry Wilson. (1 state)
7 each: Ohio: Grant, Hayes, Garfield, McKinley, Taft, Harding, William H. Harrison (1 state)
14 each: New York: VPs Burr, George Clinton, Tompkins, Wheeler, Morton, Sherman, Rockefeller.
(13+3+2+3+2+1+1+1) = 26 states have had either Presidents or Vice-Presidents. 24 have not!
Presidents Van Buren, Fillmore, Arthur, Cleveland, Theodore & Franklin Roosevelt, Eisenhower. (1 state)
