To answer your two questions:

George Beniski died during the first term of Grover Cleveland (August 18, 1887).

George Beniski was the man Grover Cleveland paid to be his substitute in the Civil War. This was a perfectly legal method of avoiding the draft. Cleveland and his brothers drew straws (or matchsticks or something like that) to see who would stay at home and care for their mother. Cleveland won (or lost). The other brothers joined the army.
