The best time to harvest the leaves is just before the plant flowers. Look at the plant and just as buds start appearing - collect the leaves.
Raspberries, like all herbs have certain times when the energy of the plant is devoted to different tasks. The best time to pick leaves for use as tea is just before the plant devotes its energy to flower and then fruit production.
