The western part of Timor is unconditionally Indonesia's. It was part of the original territory demarcated in Sukarno's 1945 (unilateral) declaration that Indonesia was a nation. (Quick story on the birth of Indonesia: Sukarno said it was a nation, and everyone was so tired from fighting the war that nobody bothered to contradict him.)

As far as I know, nobody has ever contested the western half of Timor. The exact territorial boundary between "west" and "east" Timor is a bit fuzzy. A similar situation exists in Irian Jaya, where the western half is Indonesia's, and the eastern half belongs to Papua New Guinea, but the exact boundary (mostly located in a thick jungle) is unclear.

This is all of the top of my head, though, so I claim only general accuracy. ;-)
