I guess you had better define "serious" so we can be on the same page. The idea that Clinton and Gore had a plan that was submited to congress is something Republicans don't want known, and certainly they don't want it known that the republicans kept it from getting out of committee. Once it became known, the next best thing is for republicans to claim it wasn't serious, whatever that's suppossed to mean.
