Form letter or positive note?

As a long shot, I sent a query to a well-known theater. They replied with a "thanks, but no thanks" letter, but included a note welcoming me to submit future work. Is this a standard response?

It could be a standard response. However, if the note was handwritten, it could mean that they were interested in your style, but perhaps that particular piece didn't fulfill a need they currently have. Keep the note until you're ready to submit another script, and then if that script is in their field, submit it.

"Thanks but no thanks, feel free to try again" is a fairly typical response, but if the "feel free to try again" is handwritten on a "thanks but no thanks" form letter, then I would see that as a positive sign.

Don't be too quick to take form letters as a negative sign, though. Many editors receive thousand of submissions they must turn down for various reasons, many of which have nothing to do with the quality of the work. It's just not feasible to write personalized notes to everyone.
