Looking for advice on cleaning negatives

Some of the negatives have a dark 'gum' over the film. How do I clean them for copying.Also, can these negatives be converted to glossy prints by using a scanner and printing? Is there a computer photo program that is 'user friendly' for this purpose? Thanks -- posted by Los_Studios
