Teen girls dating older boys

My 15 year old daughter, who has never formally gone out on a date because our rules are no dating until 15 has the desire to "hang out" with a boy in the neighborhood who is 18 and just out of high school. We have expressed our concerns about this situation. Basically, she has been set up by her peers who have decided that it's "in" to date older guys because guys their age are immature. The parents of these girls see no wrong in this behavior. Our stand on this issue is absolutely NOT. We found out that she was with this boy on one occassion and they were making out. We can tell by our daughter's reaction to our expectations that she will do anything she can to see this boy. Short of grounding her the entire school year and then some, what can we do to get control of this situation? We've discussed with her that her choice in peers may not be wise. The popular crowd is not the arena in which she belongs as she is far too immature herself to handle these people. She is a beautiful girl and has gotten far too much attention from older boys in school starting in 9th grade. We're thinking about changing our rules about dating until 16. Wondering if it's too severe to attempt to cut her off from this fast group by taking away all social privileges.
