The meaning of a&p is about conformity, and breaking free from the straight and narrow. The girls represent freedom and individuality, and the store and people within it represent conformity. Sammy is the person struggling to find his place in all this.

The previose poster had it right, I understood after the seocnd time I read it. CONFORMITY, the mention of 'sheep' signifies sammy's view of the populaton and how they are mostly mindless. He realizes his life has meant nothing up to that point and is set out to take a risk, discover something new.
