Does DHS Discriminate Against Parents with Mental Illness?

Do you feel the agencies that exist to help children unduly blame the parents when their children have problems? How far must parents, mentally ill or not, go to prove themselves fit to DHS and other bureaucratic agencies? I have heard from numerous people who say they have reported serious cases of possible abuse to DHS and receive no reply or action. This seemingly minor situation has grown to mammoth proportions with no clear explanation except DHS's intense scrutiny of Holly's bipolar disorder.
