Dorethea Dix figures prominently in a history of American social welfare I recently read, From Poor Law to Welfare State by Walter Trattner.

She crusaded for years for mental health legislation which was ultimately vetoed by Franklin Pierce. An act which postponed the onset of social welfare at the federal level (outside of veteran's pensions)for many decades.
