diskettes in public computers

Currently we are not allowing outside disks to be put into public computers, Disks are available for purchase at the Circulation desk. The problem is that patrons put outside disks in the computers all the time, and we don't really have a way of stopping them. We have signs posted and some people read them and some ignore them. The only time we can stop someone is if they ask, and it's almost like they are being punished for doing the right thing because if they had just ignored the sign no one would know. We have a virus protection program and it catches a lot of viruses every day. So I was wondering what other people do. Should we just let people use outside disks? Should we "lock" the A drive so people have to ask us (which would be time consuming with 33+ computers)? Or should we scan disks for people before they use them?
