I know my husband bought me the shovel and hoe because I'm short enough that they were a better size for me than adult tools. Gardenscape offers hand tools for kids. They are Canadian but sell to the US. You might also look at Gardens4Kids. Florian also has a nice set - I can't tell it it is the same as the Gardens4Kids one but the picture makes it look like it is of decent quality. Fiskars has a set of small tools for container gardening that may work - although they are perhaps too small. But of the ones listed it is by far the highest quality. I swear by Fiskar's tools - they pay a lot of attention to ergonomics. -- posted by Carol Wallace
