Making a skating rink: How do I fix "shaling"

» KCDDad - How do I fix "shaling"

I have been adding water to the rink area to address some bumps but it seems I am doing more harm than good. The ice looks perfect but once you step on it is breaks like your walking om crackers. Do I chip out all on this thin ice or simply poke holes so the water reaches into these pockets.

How do I continue adding more water but prevent shaling?
