there aren't any easy fixes, and there isn't any single thing to point to. Sure, blame Bush for it, if that makes you feel better. However, it wont solve the problem. Not when there are local sources and local enforcement problems that can't be dealt with at the federal level.

I've yet to see a single bit of evidence that conclusively states that Bush's policy is to blame posted by yourself. How is that the case if it is true?
