Jan. 13 — India on Sunday welcomed President Pervez Musharraf’s pledge to crack down on anti-India militants, but said the tough talk had to be backed up by equally tough action. Meantime, hard-line Islamic groups in Pakistan vowed to defy a government crackdown after a two-day nationwide police sweep netted more than 600 of their activists and sealed several offices.

INDIAN EXTERNAL Affairs Minister Jaswant Singh said on Sunday Islamabad must act immediately to end all infiltration across the border of the disputed Kashmir region, and added that until New Delhi saw action it would not scale down the largest build-up of its forces on the border in 15 years.

“This commitment must extend to the use of all territories under Pakistan’s control today,” Singh said, responding to Musharraf’s Saturday night address. “We would assess the effectiveness of this commitment only by the concrete action taken.”

India would be prepared to resume dialogue with Pakistan once “cross-border terrorism” — an Indian euphemism for separatist militancy in Kashmir — stops, Singh said. India, a mainly Hindu nation, controls part of Kashmir, which is predominantly Muslim.

“Pakistan has only stated its intention. Let it first walk the talk,” Singh said.....

This guy is number 19 in the second tier of groups in Pakistan, but on a separate list from the Top 20 Wanted by India list.

I hate to admit it, but Sajid Naqvi does have a point, about his willingness to support the ban on the terror groups, if only it came from an elected government instead, and not from a dictator, Musharraf.

But I also don't believe that Naqvi would comply even then. These terroir guys respect no laws, no matter the source. And they are habitual liars and cheats, as evidenced by this group changing it's name to avoid the law.

Banned Pak-based militant group changes name

MULTAN, Pakistan: Muslim Shiite extremist political party Tehreek-i-Jafria Pakistan (TJP) on Sunday rejected a ban imposed by President Pervez Musharraf and vowed to keep operating under a new name.

"We have decided to rename it as Millat-e-Jafria Pakistan (MJP) and challenge Musharraf's decision to outlaw the TJP in the Supreme Court," TJP president Sajid Naqvi said by telephone from a secret location.

The phone call was arranged by an official of the party's Multan chapter in central eastern Punjab province, who refused to reveal the whereabouts of the underground leader and scholar of the minority Shiite sect.

"We have asked our provincial party heads and other office-bearers to open MJP offices in their areas," Naqvi said.

He also rejected Musharraf's restrictions on madrassas (religious schools) - some of which Musharraf said were accused of spreading hatred and militancy - aimed at bringing them into line with mainstream schools.

"Shiite Muslims will not get their madrassas registered with the government," he asserted. He claimed that military training of madrassas students started, with the government's encouragement, in 1979 to train mujahideen to fight the Soviet forces occupying Afghanistan.

"The protagonists of the Afghan policy caused immense damage to Pakistan," he said referring to infiltration of arms and drugs into the country in the aftermath of the 1989 Soviet retreat from Afghanistan.

In a landmark televised address targeted at purging the country of sectarian violence and religious militancy, Musharraf on Saturday banned the TJP and a radical Sunni group Sipah-i-Sahaba Pakistan (SSP), saying "terrorism, and sectarianism must come to an end."

Tehrik-e-Nifaz-e-Shariat Mohammadi (TNSM) - blamed for sending thousands of people to Afghanistan to fight alongside Taliban militias - was also banned.

Musharraf outlawed hardline Kashmiri militant organisations Lashkar-e-Taiba and Jaish-e Mohammad, which have been accused by India of being behind a suicide attack on its Parliament on December 13.

Police sweeps have netted hundreds of people from the banned organisations since Saturday but many senior party officials have gone underground to avoid arrest.

Setting a March 23 deadline for registration of religious schools Musharraf said that all madarassas would have to adopt new approved courses by the end of this year.

Naqvi reiterated that TJP had nothing to do with sectarian violence. "We are not involved in terrorism and we will never indulge in terrorism."

Shiites form 20 per cent of the 140-million population of Pakistan, which is dominated by the Sunni sect. Hundreds of people have died in recent years in sectarian violence blamed on militants from the two Muslim sects.

Naqvi said that his community would accept the ban if it were ordered by an elected government of Pakistan. "We will not accept the policy of the military government."

The actions of Musharraf, who came to power in a 1999 coup, would fuel sectarian unrest as activists of the outlawed groups would become directionless in the absence of party discipline, he said.

ISLAMABAD: The official notifications to ban five militant groups, announced by President Pervez Musharraf on Saturday night, have been delayed due to legal complication.

The notifications banning the five religious militant organisations were delayed at the last moment pending resolution of a legal issue and would now be issued on Monday, media report quoting official sources said here on Sunday.

The notifications, to be issued by the Political Section of the Interior Ministry were delayed Saturday night on the advise of Attorney General, who reportedly asked the ministry officials not to issue them and wait till Monday.

The five groups banned by the Pakistani government are: Lashkar-e-Toiba, Jaish-e-Mohammed, the two outfits blamed by India for attack on its parliament, Tehreek-e-Nifaz-e-Shariat Mohammedi (TNSM), Sipah-e-Sahaba and Tehreek-e-Jafferia.

The government has prepared notifications to formally declare these religious groups as "terrorists organisations." When issued, the notifications would facilitate the law enforcement agencies to crack down on their activists, seal their countrywide offices and take possession of their properties and belongings, Pakistan daily The News said.

The paper quoting the Interior Ministry officials said once the notifications were issued, the banned organisations would not be allowed to operate in the country and even the media would not be allowed to carry their statements.

Protest rallies, arranging religious gatherings, recruiting people for jihad and collecting funds or imparting military training to the people would also be banned by the notifications.

Provincial governments were being given strict directions to start the crackdown.

The ban would also be notified to the Supreme Court of Pakistan to fulfil the constitutional obligation for banning Sipahe-e-Sahaba Pakistan (SSP) and Tehrik-e-Jaffria Pakistan (TJP), the two outfits blamed by Musharraf for the sectarian strife in the country, the daily said.

It added that although President Musharraf had announced the ban on these two religious political parties divided on sectarian lines, the government would follow all the legal and constitutional procedure required to formally ban the two parties.

To bring fairness to this discussion I will be posting articles from the other side of the divide.
It would be more balanced if the terrorists of Indian/Hindu origan be also exposed and listed.

Take the staged attack upon the Indian parliament on December 13 during which not one furl of one dhoti of one Indian legislator was unfurled, during which not one brick was dislodged from one pillar. As wrote Karachi's young Kamila Shamsie in The Guardian of January 2, ". . . . gunmen miraculously got through security checks, in a time of heightened alerts, and attempted to destroy the Indian parliament. In a further miracle, none of the ministers were hurt and the terrorists were killed

Only if you justify terrorism as a legitimate act of "armed resistance" to settle a political difference.

The site you listed makes this editorial comment, without any evidence to back it up:

So, an excuse has to be sought by the Indians. They opened the usual book and contrived December 13.

That is an extreme provocative statement, and it would be helpful to have some evidence from December 13 to support that conclusion.

The article you quote then flat out says about the hijacking of the Indian Airlines Fokker Friendship, the Ganga, named after the famed river, "The staged hijacking of 1971..."

The "evidence" it presents has something to do with a bizarre tale of an Indian triple agent hijacker from the 1971 event who was "captured" by both India and then by Pakistan, and was eventually acquitted in a Pakistan court in 1982 as a "freedom fighter"?? And who then himself denies the entire story???

I really do not get it.

You also promised some names. Hopefully they will come from a reasonably objective source, to help us prevent having to wade through the militant nationalist propaganda?

ISLAMABAD (Online): The chairman of the Jammu Kashmir Liberation Front (JKLF), Amanullah Khan has offered to surrender if an international court issued a verdict against him, according to NDTV.

Following reports that his name was on the list of 20 men New Delhi wanted extradited from Pakistan, Khan called on India to approach the International Court of Justice where he said he would challenge the allegations of terrorism and India’s stand on Kashmir.

Over 1,400 held in countrywide crackdown
By our correspondents

KARACHI: Over 1,400 activists were arrested and about 400 offices sealed and their records seized as the crackdown on militant and extremist groups gathered momentum across the country on Sunday.
While 1,000 activists were arrested in Punjab, 220 were held in Sindh (about 100 in Karachi alone), 18 in Islamabad and 200 in NWFP's Malakand division. Of the sealed offices, 300 are in Punjab and 40 in Karachi.

The arrested activists belong to Tehrik-e-Jafria Pakistan (TJP), Sipah-e-Sahabah Pakistan (SSP), Lashkar-e-Jhangvi (LJ), Jaish-e-Muhammad (JM), Tehrik-e-Nifaz-e-Shariat-e-Muhammadi (TNSM), Hizbul Mujahideen and Harkatul Mujahideen.
In Karachi, police arrested around another 100 activists and sealed about 40 offices and workplaces, insiders claimed. Hierarchy of the force, however, was found confused and lacked coordination. Every senior official was quoting a different figure denying the others.

According to DIG Karachi Tariq Jamil, "we have arrested only 37 activists on Sunday while 40 offices of these groups were sealed," he stated. The districts'superintendents of police were denying the figures quoted by DIG Karachi and gave a collective figure of 100. "We have nabbed some nine activists. They included seven workers of JM and two of SSP," said district central SSP Syed Shaukat Ali Shah. "And we have sealed some eight offices including one of TJP, two of SSP and five of JM," he said.

West proved the only district, which claimed the largest arrest. "We have nabbed about 65 activists from all the four groups," said district West police chief Dr Tariq Khokhar. "Eight offices of LJ, JM, SSP and Al-Badr organisation have also been sealed," he added.

Though the chiefs of District East and Malir were not available for their comments or figures, but the sources said that the East police nabbed about 19 activists while Malir police arrested seven. All this totals to around 100.

In Hyderabad and Dadu districts, the police crackdown on militant and extremist groups continued on the second day and night and seven offices of five banned outfits were sealed while 90 more militants were arrested.
Sources said that although the police had arrested most of the front line leaders of the banned religious groups but their cream had managed to go underground. The police could not nab the top city-based leaders of JM, LT, SSP, TJP and Sunni Tehrik while the actual number of arrested persons would be known on Monday when they would be produced before courts for remand.
During the swoop police sealed the offices of Jaish-e-Mohammad and Lashkar-e-Tayba in Tilak Incline, Sipah-e-Sahaba and Sunni Tehrik in Liaquat Colony and Hali Road and Tehrik-e-Jafria in Tando Jhaniya and Qadam Gah Moula Ali. Other police teams operated in Latifabad and Qasimabad and sealed offices in Bhittai Nagar and Latifabad numbers 5, 8, 9, 10 and 12. Police also took into possession Jihadi literature, pamphlets, banners and party flags.

Police also raided the office of Jamaat-e-Islami and sealed it on information that the Hizb-ul-Mujahideen was operating from those premises. However, later the seal was removed. Those arrested during the swoops in the city and its outskirts include Maulana Naeem Brohi, Khuda Bukhsh Siddiqui, Maulana Qutbuddin, Fida Hussain, Mumtaz Ali Soomro, Nadeem Abbasi, Fayaz Hussain, Dedar Ali Jokhiyo, Ejaz Ali, Maulana Ubaidullah, Yar Mohammed Pathan, Amjad Hussain, Sardar Ali Shah, Sattar Malah and others.

In Thatta, police arrested at least 22 activists belonging to SSP and TJP from various parts. Arrested workers of SSP include Lal Mohammed, Manzoor, Lal Samad, Dr Zahid, Maulvi Mohammed Rafiq Chandio, Fazal Rabi, Imtiaz Gul, Maulvi Abdul Razak Memon, Attaullah, Nazir Ahmed, Mohammed Saleem.

Arrested workers of TJP included Asghar Shah, Jan Mohammed, Maulvi Abdul Rashid, Ghulam Mohammed Shah, Aftab Bhatti, Manzoor Ali Zaidi, Asghar Ali Shah, Nawaz Shaikh, Ali Akbar, Javed Hussain and Mohammed Ismail. Police also sealed the SSP offices in Thatta, Sujawal and Var.

In Punjab, at least 1,000 activists were arrested and about 300 offices sealed and their records seized. According to TJP Lahore President Shabbir Naqvi, police arrested 500 TJP activists. On the other hand a spokesman of SSP said that around 600 of their activists had been taken into custody.

The Jamaat-e-Islami said their activists were being "harassed" and some of them had also been arrested. Acting JI Amir Munawwar Hassan claimed dozens of their "peaceful" workers had been lifted from their houses and offices.
However, the Punjab government claimed to have rounded up some 533 activists under the Maintenance of Public Order, besides sealing 254 offices. The arrests were made in Jhang, Multan, Sialkot, Toba Tek Singh, Arifwala, Daska, Okara, Gujrat, Vehari, Sargodha, Bawalpur, Norawal and parts of the province. About 300 offices were also sealed in these and other cities.

In Islamabad, police launched a crackdown on sectarian and Jihadi groups. In the first sweep, 18 leaders and activists of three sectarian and Jihadi outfits were arrested in the federal capital late Saturday night and on Sunday.
As many as 12 out of 18 arrested by the Islamabad Police belonged to the Sipah-e-Sahaba Pakistan (SSP), five from Tehrik-i-Jaffria Pakistan (TJP) and one from Jamiat Ulema-e-Islam (Fazlur Rehman).
The SSP leaders taken into custody are Maulana Sohail Ahmed Abbas, chief organiser, Maulana Abdul Quddus, president, Qari Javed, Maulana Abdul Zaboor, Qari Ghulam Jillani, Ansar Iqbal Abbasi (general secretary), Haji Zaman, Ismail Khan, Irfan Khan, Aurangzeb, Abdul Salam and Ejaz Abbasi.

The TJP leaders-activists arrested include Syed Guftar Hussain Shah, (general secretary), Muhammad Irbahim Ali Haidri, Gulfam Hussain Kazmi, Syed Zulfiqar Raja and Sajid Hussain Naqvi.

Maulana Abrar, secretary of Maulana Fazlur Rehman of the JUI(F), was also taken into custody by the Islamabad Police. Meanwhile, Senior Superintendent of Police Nasir Khan Durrani told The News that a strict ban has been imposed on the use of loudspeakers in mosques and imambargahs except for Azan and Juma Khutba.
"We have adopted a zero-tolerance policy in this connection. The Khateeb of Darbar Mosque in Sector G-8/1 was arrested on Sunday for misusing the facility of loudspeakers," SSP Nasir Khan Durrani said.

He said that the Islamabad Police are also carrying out Flag March in the federal capital for two hours with regular intervals to maintain law and order and to prevent violence. Besides the arrest of activists of the SSP, TJP and the JUI(F), the Islamabad Police sealed two offices of Lashkar-e-Taiba in the capital as well as the offices of Al-Rasheed Trust. The Lashkar-e-Taiba Headquarters was located in Masjid Quba of Sector I-8/4. It had another office in House no. 23, Street 37, G-6/2. The Al-Rasheed Trust office was located in Blue Area.

And from whole of the Malakand division, the offices of Tehrik Nafaz Shariat-e-Muhammadi (TNSM), Lashkar-e-Taiba and Jaish-e-Muhammad were sealed and dozens of their activists were arrested.

According to unconfirmed reports 200 leaders of the TNSM have so far been arrested in the division including 80 in Swat district while raids for further arrests are going on. The Tehrik Amir and founder, Maulana Sufi Muhammad is already in Dera Ismael Khan jail following his arrest in Kurram Agency on his return from Afghanistan last month where he had gone leading thousands of TNSM volunteers for jihad. The administration has sealed all the offices of TNSM including its central office at Amandarra, Batkhela. The offices of Lashkar-e-Taiba and Jaish-e-Muhammad have also been sealed.

In Timergara, the district administration Sunday arrested scores of TNSM leaders including its district Amir Maulvi Abdul Ghafoor, Maulvi Badshah Zeb, Maulvi Muhammad Ismael, Maulvi Samiullah and sealed the Tehrik offices throughout the district.

Police encircled and sealed the offices of TNSM, Lashkar-e-Taiba and Jaish-e-Muhammad while search for the leader of these organisations are going on. It is come to know that majority of the stanch supporters and leaders have gone under ground.

In Dargai, Malakand Levies arrested 26 activists of TNSM including its Naib Amir. Report from DI Khan said the city police sealed the offices of Lashkar-e-Taiba and Tehrik Jaffria and are conducting raids for the arrest of the leaders of these organisations.

In Mansehra, the offices of SSP, LT and JM have been closed and arrested SSP leaders, Bilal Ahmad and Inayatur Rahman of Shinkiari and Jaish Muhammad's Niamat of Bafa while raids are being conducted for the arrest of others.
Similarly in Lakki Marwat the law enforcing agencies have arrested more than a dozen alleged activists of SSP, JM, TJP, Hizbul Mujahideen and Harkatul Mujahideen here and sealed the offices of the later two organisations.

Steve, In the same manner referencing all your information from times of India would not be credible either.

Where is the proof that the terrorist who attacked on Dec 13 were indeed Muslims or sent By Pakistani ISI.
Pakistan has offered India to conduct a joint investigation.
US has offered to send FBI to assist in the investigation also.
India has declined offers from both countries.
Even US provided proof against Al-Quida/Osama to EU and other Muslim countries.

The Government of India has its own political agenda to follow. You need to remember that the current Government is a minority government and elections are starting in February. The only way to unify a diverse country with multiple languages, religions and agendas is to find a scapegoat and that is Pakistan.

I think you need to look at the historical prospective of the struggle in Kashmir.
Do you know why there is insurgency in Kashmir?
If India is really in search of a solution to Kashmir problem, why has India not followed the multiple UN resolutions on Kashmir since 1954?

The staged hijacking of an Indian plane few months’ back was a total hoax even reported by the newspapers in India.

What about the BJP terrorism against the Christens and the Muslims minorities in India. Numerous incidents of Church burning and lynching of clergy by Hindu extremist in India have occurred. I have yet to see condemnation of these groups. And a list of most wanted.

If we have started a war against terrorism, I support the eradication of ALL terrorism be it from a Muslim, Jew, Hindu, Christen, Buddhist, an atheist or a nationalist as long as we follow the same standard in judging them as terrorist.

Terrorism has also made life a living hell for people of Pakistan. I fully support the effort of Gen. Musharif to eradicate the Muslim Jehadi groups in Pakistan.

Front of Tripura, the Press Trust of India news agency reported.

reported to be in serious condition.

Hundreds of police launched a search for the militants.

The rebels are fighting to create a separate homeland for tribes in the
region. Their insurgency is unrelated to separatist rebels in Kashmir and
a Dec. 13 terrorist attack on the Indian Parliament - disputes between
India and Pakistan that have recently brought the two countries to the
brink of war.

The guerrillas operate out of Bangladesh, India's neighbor, and carry
out hit-and-run strikes in Tripura.

Tripura shares a 540-mile border with Bangladesh, a frontier that is
guarded by India's Border Security Force.
