Refinancing A Car Loan

almost a year ago, i bought my first new car. due to the fact that i don't have the best credit in the world (which i attribute to having credit cards thrown in my face when i was a freshman in college), the loan that i got wasn't that great. right now my car payments are about $300.

since i've been working on cleaning up my credit, i wanted to refinance my car loan but i wasn't sure what was involved with it and how i would go about it. can i just call up the bank and ask them what they can do for me? am i obligated to say yes to whatever refinancing they offer? could i see if i can get a better loan with another bank, or am i stuck with the one that i have now?
