"If REITS are tax free, every landlord in the US will incorporate his own private REIT, pass through his income to shareholders (himself), and pay no tax on any income from his rental properties."

As I understand the proposal, dividends are to be taxed once at the corporate level, not twice at both the corporate and shareholder levels. I heard nothing about "tax free" treatment for any dividends, REIT or otherwise.
