I think it depends on how you go about it. It should really only be used for children who can understand the reasoning behind it, because otherwise there will be one of two outcomes: the child will not sit in timeout for any number of reasons, or s/he will be afraid of what happens if they don't sit down. You never, ever want your child to obey you only out of fear. That's what my mother did with my brother and I, and oh, sure, we have self-control. But we speak to her as little as possible. All in all, I don't think it's an effective method with the younger set. (Of course, I can't seem to figure out what is! But I've seen that that's not unusual.)
