Hi Patricia, wow, I didn't realize what a large problem horse theft is. What a terrible fate for the poor, stolen horses. It sounds like freeze marking would be the best way to go, for horse owners. And having a watch dog or two, around, would help, too. Or a watch burro. smile They are great watch dogs, aren't they?
