If you have windy location (especially northerly winds in winter), it would be best to wait until spring. The wind dries out the branches and causes winter rust, along with lack of snow cover or water in the fall. I'm sure this is the same out east as it is here in the west. I recommend using soaker hoses at the base of your Cedar plantings, mulch and then remember to water them more than usual for the first 3 years. Once their roots establish they can take normal watering and survive average temperatures.
