How do I keep cats from using my flower bed as a litter box?

I have a bunch of cats living in a small section of woods behind my house. They are using my flower beds as a litter box. How do I get them to stop without harming my plants?

There is a product called Coyote Scat that will keep cats, rabbits, etc. out of flower beds and boxes. I get it at Lowe's or Home Depot.
