Getting around Severance pay: More of a question...

Are language institutes in Seoul legally allowed to "roll" the severance amount into your monthly paycheck thereby giving their employees their severance pay prior to severance? My institute currently does this. Am I the only one that thinks that this may be defying the meaning of severance pay?
