I suggest that the weeds are not growing up "instead" of the wild flower seed, but growing up "with" the flower seed. The particular weeds in the flower bed are apparently faster in growth and cover the growing plants from the flower seed. The answer is probably (as you already suggest) planting them in pots where the seed can grow, clean the weeds out of the flower bed, and plant the wild flower plants. They will have a "head start" on any future weeds that might appear in the bed. Good luck!
