Getting a Children's Picture Book Published

I have done book proposals for fiction and non-fiction books but never for childrens.
I was wondering if someone could offer me some suggestions on the best way to submit a childrens picture book (just the text, not the pictures)
Do i set them all out on separate pages or just have the copy on one or two pages?
If anyone could either answer my question or direct me to somewhere where I can find out I would be appreciative.

Several suggestions. If you’re interested in writing for children, join the Society of Children’s Writers and Illustrators (http://www.scbwi.org). They have a number of publications and articles available to members as well as local chapters around the world. In addition, most local chapters have excellent critique groups which are highly recommended by editors.

Also, check out children’s editor Harold Underdown’s site – The Purple Crayon: http://www.underdown.org/index.html (in particular - check out the "articles" section). In her article All Those Pages: The Pagination Problem, Laura Belgrave states “The only people who need to fuss with those details are editors and book designers. They're the ones who wrangle over pagination, and their wrangling is typically based on exciting factors such as in-house standards, cost, and the way printing presses work.”
