Parakeets are the one of the most commenly caged birds. They originated in Australia where they were called Budgies. Many many many years ago people used to eat parakeets! The name for parakeets is much longer and translated means "Pretty Good Eating".
If you would like your own parakeet, you should understand that they like company. If you are at work all the time and you have no time to play with it you should get it a partner. If you think that they might have eggs together, than you should try to get another parakeet of the same sex.
When you buy your first parakeet you should consider the following:

wonderfully colored feathers.Thats a sign of being healthy

a smooth beak; not crusty.Crusty beaks are a sign of having a disease or a cold.

smooth feathers; not too ruffled. Ruffled feathers could be a sign of having a cold.

excited, alert; not tired looking or alone. That could mean that it has a disease that could be contagious to other parakeets.

Parakeets aren't too expensive so you would be able to get one at a reasonably good price of about $20 at your nearest pet store. Try to get a cage with enough space to spread its wings and hover around in the cage.

MY FIRST QUESTION; IS WHY DO BIRDS SHAKE AND PUFF OUT THERE FEATHERS.?
AND MY SECOND IS; MY BIRD SITS ON HIS PERCH AND HE SITS ONE ONE LEG,THEN WITH THE LEG HE HAS TUCKED IN HE'LL STRECH IT OUT. I'V SEEN HIM DO THIS WITH BOTH LEGS, SO I FIGURED HE'S NOT HURT. I THOUGHT HE WANTED ATTENTOION.IS THIS NORMAL?
MY THIRD IS; OKEY I TAKE THE BIRD OUT EVERY DAY AND HE INSISTS ON SITTING ON THE TOP OF HIS CAGE. WHEN I TAKE HIM OFF HE FLYS RIGHT BACK W/OUT FAIL.HELP WOULD BE APPRECIATED THANX.
