Moulting: My cardinals have no feathers

For the past few years in North Carolina, this summer especially, the Cardinals that come to my feeder are very bare of feathers. I have one or two males who have no feathers on their heads. The head is dark blue and clean of feathers. Several females have very sparse feathers, all sticking up and coming out.

Does anyone know what is going on? Is it moulting? The male seems never to grow any back.
