Hmmm...I wasn't sure what you meant by "flipping the handle"? If you mean jiggling it, you might have a loose chain. Check your chain inside the tank. It might need to be shortened. Otherwise, check the ball-holder. Is the screw tight? If that isn't the problem, check the stopper (the rubber part). Is it completely covering the drain? The mechanism might need to be realigned if the stopper isn't directly over the drain. Otherwise, check the handle itself. Is the handle-rod bent? Is it broken?
