We have heard in the US about a survey done among European smokers, who claimed by a significant percentage that they'd rather give up sex than give up their cigarettes! How did France do in that survey?

I haven't heard about that survey, but I'll see if I can get a copy of it. Cigarettes are extremely physically addicting, and quitting can be a very painful experience. This could explain why some smokers might feel that it's easier to give up sex than cigarettes.

About cigarette smoking in France, I have noticed that many people smoke, and the society is less "moralizing" against smokers, compared to American society. The attitude here in France seems to be: They choose to smoke, they choose the consequences. Whether it be political figures or friends, the French meddle less in the private lives of others.

However, things have started to change regarding second-hand smoke: Smoking is not allowed in municipal buildings, MOST restaurants have non-smoking sections, and more recently, smoking has begun to be phased out of the workplace - many companies now make their employees smoke outside of the building, or confine it to the coffee lounge.

But still, walking down the street in Paris, one is likely to be "stuck" behind someone smoking, which can be very disagreable, especially with the air already thick with deisel fumes from buses and nasty little Peugeots...
