Good article. I'm glad that you exposed the considerable dark side of this arena--although in the long run I think the Net is going to have an awesome influence on the way we now think of higher education, so I hope people aren't scared away from it because of the frauds, but rather just wary.

I hope you don't mind one suggestion. Why not include several links within your article to some of the resources and information sources you mention.

I think the natural follow-up is a guide for the navigator trough the .edu sites and some agreement of the most important ones to publish this guide. Quality practices in an open market is difficult but the national and local governement bodies must be aware of this problem, and moreover be interested to diffusion to the guide and to establish certification.
In a fashion similar to the security option to the buyers via internet one may think to a "secure key" for distant edu providers.
