There are plain mechanics to resume writing to consider as well as length and brevity in message-one of which is alphabetizing lists of skills, etc. It is amazing how professionals with vast accreditations may forget the simplicity of alphabetizing their lists of skills. Many a manager has stopped to tell me a big thank you for that "little" extra effort.

Absolutely; there are many strategies that you can introduce when developing your resume, and a little creativity in the marketing of skills, accomplishments and accreditations that are current and relevant to a particular role to grasp the reader’s attention, is the key.
