I would like to know if anyone knows of where I can get a 3 piece hand held tool set for my 7 yr old to use when potting plants. The adult size ones are just too big.

I know Scotts made a line of garden tools called Real Tools for Kids - but I'm not sure if it included hand tools. I know my husband bought me the shovel and hoe because I'm short enough that they were a better size for me than adult tools.
Gardenscape offers hand tools for kids. They are Canadian but sell to the US. You might also look at Gardens4Kids.
Florian also has a nice set - I can't tell it it is the same as the Gardens4Kids one but the picture makes it look like it is of decent quality.

Fiskars has a set of small tools for container gardening that may work - although they are perhaps too small. But of the ones listed it is by far the highest quality. I swear by Fiskar's tools - they pay a lot of attention to ergonomics.

I have come across many small size tools in large garden centers. At Canadian Tire Company I bought smaller tools like a rake or shovel. That was about 20 years ago, and they still carry them. I don't buy expensive tools any more, because they just get stolen, but smaller tools are available in expensive as well as in cheap variety.
