According to the US Mint, it was a mistake. The fact that so many of the new George Washington silver dollars were sent into circulation without the inscription "In God We Trust" was an unintential mess-up.
Sensitivity is already high in many circles of society since the famed motto has been shoved to the edge of the coin where most people will never see or notice it. Dropping it altogether was too much for some. Conspiracy theorists have arisen, claiming that the snub of God was deliberate. Not so, says the Mint. It was a manufacturing problem, and it's being remedied.

One "good" thing about this mishap is that collectors who bought the coins without the inscription may find that these defective coins fetch more money, in the long run, than those with the inscription. One man's trash is another man's treasure, right?
