There was a time in America when teenagers were actively discouraged from having sex. This discouragement came from churches and schools as well as, most importantly, Mom and Dad. Not so much anymore. Society has dramatically revamped its sexual mores. Mutual consent is now the only remaining "standard" taught by our society concerning sex. That and some vague, ambiguous encouragements to "wait until you're ready" or "make sure it's the right time." Since adults have a hard time defining what all that means, you can imagine that a teenager won't have much better luck.
Here's an interesting article that talks about some of the side effects for a teenager pursuing an active sex life. It has some points worth considering....
