Speculators Buying Water Supplies?

Water has been something that has always been considered “in the public domain,” and has been managed locally for the public good.

That may be changing. As moneyed interests see the widening scarcity of water, are they buying up local water utility companies?

Are speculators setting up international water equity funds to profit from the coming world water shortage?

If they are, who will profit from it, and who will be harmed?
