It has been a struggle to get the Federal Budget from Red Ink to go to Black Ink.
I agree that we should use the excess money to fix the Social Security system before the Baby Boomers start drawing on it. The only larger group than the Baby Boomers is the group that is now in school. Most Baby Boomers are scared to death that there will be no money in Social Security when they get to the age when they will be needing to access it. Those that are working are those that will be supporting those who are drawing from the fund.
