As if that isn't enough, add in the fact that our schools and their city communities are segregated to the point that if you are one area you will see few Caucasians if any; if you're in another you'll see few minorities. Additionally, those communities in predominantly minority neighborhoods receive less funding for extra curricular activities, books, paraprofessionals, teachers, cleaning supplies, toiletries, and all other expenses. The schools in these areas are often less clean to the fact that the custodians are given a total of $3 per child per year to purchase supplies. This $3 allowance for each child must be utilized to purchase all cleaning supplies, bathroom tissue, paper towels, floor wax, stripper, brooms and mops. The paraprofessionals in these schools have been virtually eliminated with only one or two allow to be shared among the kindergarten and pre-K teachers. Predominantly black employees staff predominantly black schools. As far as I have been able to tell, black schools have black principals. White schools have white principals. The children in the black schools received a far less adequate level of education than those in the predominantly white schools. This can be proven by the fact that the students in the predominantly white schools receive higher scores on their basic skills and educational development testing. Levels of inspection and evaluation for cleanliness are often lowered in predominantly black community schools. Far less is expected of the students in the schools. Although all schools and Georgia must meet certain criteria, the schools in Bibb County often fall to just barely meeting the minimums. While the school district is spending tens of thousands of dollars per year for the next three years contracting an "expert" to monitor and analyze the expenses of the busing system, which he says he can save one half cent per mile for busing costs (probably taking up to 15 years to recover just the cost of the contractor), our students go lacking for books, recreation, field trips, and sports activities. On the other hand, on the North Side of town, in the predominantly white neighborhoods, the schools are provided with funding not available to students in other areas. The students attending predominantly black schools often are not even able to complete college or get to their freshman year because they don't have the skills to write papers or study. They're often unable to get scholarships because they can't pass
