The Computer doesn't start at all
 Sometimes critical Windows files get corrupted preventing the operating system from loading altogether. In such a situation, you need to use either a Rescue disk that you might have created when you first installed Windows or use a boo table floppy or CD to start your system. Once the system starts, you can try using some repair tools to fix the problems, but it's probably just easier to reinstall Windows.

 There is one problem that you might face and that is the CD drive may not work. If you are using a Rescue Disk to boot your system, it should have the drivers for your the CD drive and it will work fine. However, if you are using a simple boo table floppy that you have created on another computer, you'll need to make sure that the CD drivers is being loaded from the floppy, but for this you'll probably need the floppy disk that came with your CD drive. Even if you don't have the floppy for your CD-ROM drivers you can create a boo table disk with CD-ROM support if you have Windows 98 or a higher version.
Just got to Start > Settings > Control Panel > Add Remove Programs > Startup Disk insert a empty disk and click on create disk and you will have a boo table disk with CD-ROM support.

 Also you can use a boo table CD to directly start the system from the cd itself. To able to do this, you will need to make sure that your computer will attempt to start from the CD. Restart the computer, press DEL key or F2 for the newer computers, while it is doing the memory check  and enter the BIOS setup. Find the option saying "Boot Sequence" or something to that effect. Select CD drive and save the changes. The computer should now start from the Windows CD and automatically start the setup.
 If all this doesn't fix the problem or you aren't able to get the computer started at all, there may be some hardware problem and you should seek professional assistance.
