To me, this sounds like an ad man's label, made for marketing something "different." "outsider" art: http://www.avam.org/ (American Visionary Museum) If nothing else, this site is fun to move around on to watch the active images jump around... and to investigate. It seems also that quite a few people are using the label "outsider art" to mean art done by people with various forms of disabilities. Take a look at these web pages and go from there. The Folk Art guide also gives good definitions of the various "labels."
